ISO 7591 STANDARD
Introduction
International Standard ISO 7591 was developed by Technical Committee ISO/TC 22, Road vehicles, and was circulated to the member bodies in April 1981.
It has been approved by the member bodies of the following countries :
Austria Iraq Brazil Italy China Japan Czechoslovakia Korea, Rep. of Egypt, Arab Rep. of Netherlands Germany, F.R. New Zealand Iran Poland Romania Spain Sweden Switzerland United Kingdom USA USSR

Photometric Properties
The retro-reflective area of the plate shall have, in a new condition, the minimum values of coefficient of retro-reflection expressed in candelas per lux per Square metre (cd.Ix – 1 .m -21, given in table 1 when illuminated with a CIE Standard Illuminant A.and measured as recommended by the CIE with the en trance and Observation angles in the same plane sec the CIE Publication referred to in clause 2). (The angular subtense of the Sample shall not be larger than 80’.)
NOTE – The adjustment of the entrance angle shall be such that the entrance and Observation angles are on opposite sides of the line joining the light Source to the center of the Sample:

Condition the test sample for 1h at -20 °C.
Required result:It shall not be possible to remove the sample in one piece from the substrate at the adhesive / plate interference.
Condition at -20°C for 1h after taking out place it on concrete or a 12.5 mm steel plate and allow a steel ball of 25mm diameter to drop from a height of 2m onto a flat section sample.
Required result:No cracking and or separation from substrate outside the distance of 5mm from impacted area.
Bend the flat area of test plate within period of 2s over a mandrel of 50mm dia. To an included angle of 90° with RRS face outward, at a temperature of 23+/-5° C.
Required result: There shall be no cracking of RRS.
Immersion in the deionised water at 23+/-5° C for 24h consecutively and then allow it to dry for 48h at normal room tempertaure.
Required result: No evidence of deterioation
Smeared with a mixture of lubricating oil and graphite.
Required Result: Easily cleaned without damage to the reflective surface when wiped with a mild aliphatic solvant such as heptane, followed by washing with neutrant detergent.
Immerse for 1 min in the test fuel composed of 70% n-heptane and 30% toluol (by vol).
Required Result: Not effect on sheet when viewed visually.
Subject a sample plate to the action of salin mist Sodium Chloride (5m/100ml) for two cycles of 22h each, separated by an interval of 2h at room temperature
Required Result: No effect.
Subject a sample plate to a source of illumination in accordance with ISO 105, until blue standard no. 7 has faded to No. 4 contrast of grey scale.
Required Result: After this test, the colour shall still meet the chromaticity requirements in above table and the coefficient of retroreflection shall not be less than 50% of the values in table 1 at the 0° 20′ observation and 5° entrance angles.

Required Result: no peeling off the reflective material from the substrate, no cracking, no blistering or appreciable discoloration.
All rolls shall be placed in horizontal position with core placed vertically.
Packing Carton should not be damaged in transportation.
Packing of RRS should be in bubble sheet or as specified by vendor for safety of roll.
1) Edges of roll should not be damaged.
2) Sheet should be sratch free, not bubble formation is present there.

Product Overview
Shenghui Optical Tech I800T Embossable License Plate Grade sheeting is an all-weather, enclosed lens retro-reflective sheeting designed for the production of reflective numbers plates. Plates can be embossed and then roll coated or screen printed to manufacture durable license plates. The product is supplied with a permanent pressure-sensitive adhesive and easy-release paper liner. License plates produced with Shenghui Optical Tech I800T sheeting will perform both day and night and will retain retro-reflectivity when wet.

Application & Conversion
Shenghui Optical Tech I800T sheeting should be conditioned above 18°C (65°F) for at least 24-hours prior to application. Sheeting should be applied to clean flat coil or sheet stock aluminum using a squeeze roll applicator. Tension of the sheeting during lamination should be maintained at a minimum to avoid over-stretching the material. The sheeting may not perform properly when stretch exceeds 2%. Allow a minimum dwell time of 48 hours to ensure a complete adhesive bond to the aluminum substrate prior to embossing or debossing. The minimum embossing temperature is 20°C (70°F). Laminated blanks should be conditioned at these temperatures prior to embossing or debossing. Shenghui Optical Tech I800T sheeting can be embossed to a maximum depth of 2mm (0.080 inches) under typical license plate embossing configurations. Embossed characters should be designed to avoid excessively steep slopes along the edges of embossed areas. The converter should always pretest Shenghui Optical Tech products with their specific embossing configuration prior to full production. henghui Optical Tech I800T sheeting can be roll coated or screen printed with a variety of solvent-based inks. To maximize contrast between alphanumeric characters and the white or yellow sheeting background, dark and opaque inks should be utilized.
Daytime Color
The color of the sheeting shall fall within the four pairs of chromaticity coordinates (CIE 1931 Standard Colorimetric System) when measured with Standard Illuminant D65 using a 0/45 (45/0) geometry instrument.

Roll Sizes
Shenghui Optical Tech license plate products are available in 600 meter (660 yard) rolls in widths up to 305mm (12 inches). The products are also available in 45.7 meter (50 yard) rolls in 1220mm widths.
Storage
Store in a cool, dry area. Use within 1-year of receipt of the product. Store rolls in original shipping carton or suspend horizontally from a rod through the core.

Manufacturing Processes
Surface Coating
PET substrate coated with formulated polymer risin. Dry with heat, when winding.
PET will be peel off after the whole manufacturing process finished.
Printing customized design on surface
Every country has its own unique designs.
Our printing machine could print up to 7 colors
After the printing process, this top film will be coated with adhesive, prepared for glass beads to be implanted.
Embeding glass beads
Implanting designed glass beads into resin layer which was coated in the 1st step.
Then proceed to proper drying in the oven, and prepared for the next step
Focusing layers coating
The glass beads will be coated with a layer of focal resin, to enhance its reflectivity
This layer could be thick or thin, up to the target performance and different grades.
Dried and rewound after coating.
Metalizing
Under the focusing layer, coated with a alluminium layer with metal vaperized coatting machine.
With this alluminim layer, light will be reflected on the inner surface of the glass beaded like a mirror.
Compound with liner
Pressure sensitive adhesive is pasted on the liner
And will be laminated with the double layered film processed with abover several procedures.
Dried and rewound after coating.
Cutting
Master rolls will be cut into targeted sizes.
